The National Disaster Consciousness Month

Manila, Philippines – July was designated National Disaster Consciousness Month (NDCM) by Executive Order No. 137 dated August 10, 1999. The observance, which is led by the National Risk Reduction and Management Council, aims to increase every Filipino’s preparedness for the safety of our people. This year’s theme “Ligtas na Bayan, Maunlad na Pamayanan.”

The Department of Interior and Local Government held a series of Tapatan on Disaster Preparedness forums in June in line with Republic Act 10121, the Philippine Disaster Risk Reduction and Management Act of 2010, that emphasized the urgency of placing weather preparedness on top of the development agenda of local government units (LGU).

The Department of Science and Technology launched Project NOAH (acronym for Nationwide Operational Assessment of Hazards) to undertake disaster science research and development, advance the use of technologies, and recommend innovative information services to help enhance the government’s prevention and mitigation efforts. The project will provide maps and install 600 automated rain gauges and 400 water level measuring stations for 18 major river basins of the country.

Our regional and local offi cials are the most logical prime movers in their respective localities in times of calamities. Equipping their constituents with a thorough knowledge on risk reduction measures can help deter signifi cant loss
of life, limb, and property in times of bad weather conditions.

We congratulate the National Disaster Risk Reduction and Management Council led by its Chairman National Defense Secretary Voltaire T. Gasmin, Vice Chairmen Interior and Local Government Secretary Jesse M. Robredo, Social Welfare and Development Secretary Corazon J. Soliman, Science and Technology Secretary Mario G. Montejo, and National Economic Development Authority Director-General Arsenio M. Balisacan, other Officers and Members on the occasion of 2012 National Disaster Consciousness Month. The Manila Bulletin, led by its Chairman of the Board Dr. Emilio T. Yap, President and Publisher Atty. Hermogenes P. Pobre, Executive Vice President Dr. Emilio C. Yap III, Editor-in-Chief Dr. Cris J. Icban Jr., Business Editor Loreto D. Cabañes, and Officers, wish them all the best and success in all their endeavors. MABUHAY!
