MANILA, Philippines — President Benigno S. Aquino III is delivering his third State of the Nation Address (SONA) at 4:00 o’clock in the afternoon today, July 23, 2012, before a joint session of the Senate of the Philippines and the House of Representatives during the Third Regular Session of the 15th Congress, at the Batasan Complex in Quezon City.
The SONA is delivered every fourth Monday of July. It is a much-awaited event, as the public is apprised of situations in the many facets of Philippine life – the economy, tourism, labor, education, health, and politics, among others. President Aquino’s third SONA will be the 73rd SONA in the nation’s history, and the 26th of the Fifth Republic.
President Aquino is expected to report on the programs of action and the gains of his Administration, notably reform to uplift the quality of education such as the start of the implementation this school year of the Kindergarten Plus 12 (K + 12) program and mother-tongue based education, the upsurge in tourist arrivals, military and police, measures under the Conditional Cash Transfer program, assistance for overseas Filipino workers, housing for the masses, the National Greening Program, and environmental protection.
He is also expected to discuss his Administration’s priority measures submitted to the Congress for legislation. He may also report on the growth of the economy, described to be “at a dynamic pace,” significant increase in credit ratings and confidence levels in leading development indices.
The SONA has had an interesting evolution, from the time of the Katipunan, when Gat Andres D. Bonifacio delivered his “State of the Katipunan Address (SOKA) on March 22, 1897, before delegates to the Tejeros Convention, to General Emilio F. Aguinaldo’s State of the Revolutionary Nation Address (SORNA) to the Malolos Congress on September 15, 1898 during the American Era, the Commonwealth period, the Third Philippine Republic, to reports of succeeding Presidents, to the restoration of Congress in 1987, the country’s leaders have delivered their annual report on the State of the Nation.
