CEBU CITY, Cebu – The Department of Trade and Industry in Central Visayas (DTI 7) announced it has officially issued 10,150 Import Commodity Clearance (ICC) stickers to motorcycle riders across the region in relation to the implementation of Republic Act 10054, or the Mandatory Helmet Act of 2010.
DTI 7 Director Asteria Caberte bared the announcement Thursday during the 2nd Micro Small and Medium Enterprise Development Councils Conference held at the Marco Polo Cebu Hotel which was attended by some 200 MSME stakeholders nationwide.
Citing official records, Caberte said that as of July 17, 2012, some 7,951 ICC stickers were issued in Cebu; 431 in Bohol; 1,106 in Negros Oriental; and 1, 662 in Siquijor.
“What DTI wants to stress is that for motorcycle riders that have helmets with ICC or Product Standards (PS) stickers, they need not go to the DTI offices anymore,” Caberte said.
Records from the Land Transportation Office 7 (LTO 7) show that there are 321,560 registered motorcycles in Central Visayas.
Based on the number of registered motorcycles there are still plenty of owners who have yet to secure the needed ICC and PS stickers, Caberte said.
She stressed that these ICC or PS should come from DTI and authorized retailers, raising the possibility that some unscrupulous people may have reproduced fake stickers.
The DTI has listed at least 54 helmet brands which were issued ICC stickers from 2009-2012.
Caberte said the processing for ICC or PS stickers is easy and will only take 30 minutes.
Motorcyle riders need only to bring a photocopy of one valid ID with picture and present it to the DTI office.
If the helmet doesn’t pass inspection, DTI will return it to the motorist and advise him to return with another helmet that complies with safety requirements.
Upon passing inspection, the DTI will process the application for P100 and another P1.25 for the sticker. (Malou M. Mozo)
