CABANATUAN CITY, Philippines – President Benigno Aquino III has officially proclaimed the conversion of the city of Cabanatuan into Highly Urbanized City (HUC).
In a two-page proclamation dated July 4, Aquino stated,“… it is the declared policy of the government to support local governments’ initiative to attain their fullest development as self-reliant communities and make them effective partners in the attainment of national goals,“ adding that the proclamation“ shall take effect only upon ratification in a plebiscite by the qualified voters, as provided for in Section 453 of the Local Government Code of 1991.“
The city’s conversion into a Highly Urbanized City, contained in Proclamation No. 18418, dated July 4, 2012, was officially received here on July 10 from Director Marianito M. Dimaandal, of the Malacanang Records Office, advising city Mayor Julius V. Vergara of the change of status of Cabanatuan.
