Manila, Philippines – Two lawmakers have sought the passage of a bill institutionalizing a government scholarship program for all government employees.
Camarines Sur Rep. Diosdado “Dato“ M. Arroyo and her mother detained former President now Pampanga Rep. Gloria M. Arroyo cited the need to pass House Bill (HB) No. 6227, the “Tulong Aral sa Kinabukasan Act,“ to strengthen the government’s working force.
Under the measure, all public workers could avail themselves of free educational grants, especially those who want to pursue shortterm training, baccalaureate degree courses, and or graduate school training and education programs.
“Since the government is the largest employer in this country, it is only proper that it is able to provide a mechanism of continuing education to strengthen its workforce together with a competitive compensation package to be able to be at par with their private sector counterparts,“ Dato said.
He said courses covered shall not be limited to the sciences, fiscal management and public finance, economics, the technical, technological, entrepreneurial fields, and other areas which are geared toward technology development and modern governance and management approaches.
HB 6227 provides that the existing Local Scholarship Program (LSP) and the Local Scholarship Program for Skilled Workers in Government (LSPSWG) being carried out by the Civil Service Commission (CSC) shall be under the umbrella of the “Tulong Aral sa Kinabukasan“ program. (Charissa M. Luci)
